Mark Heckey has over thirty years of professional experience in urban planning, economic development, and real estate facility development. This experience is balanced between private corporate and government agency experience. During his career he has worked in the real estate, banking, and lending industry. He also worked as a government agency economic development professional for approximately twenty years. Mr. Heckey recently retired from government service to return to private business and start up Touchstone Consultants. Mark has a particular passion for small business development and creative financing for innovative startup ventures. His balanced experience gives him a unique perspective on public/private partnerships and allows him hands on experience to meet both public and business objectives.
Mr. Heckey did his undergraduate work at UC Riverside in Urban Planning. He attended graduate school at San Jose State University. He is a life- long learner and has taken additional courses in real estate, architecture, and business. He enjoys leading inter-disciplinary teams and derives his highest satisfaction from seeing the completed project move off the drawing board and into the built environment.
Mark is an active member of the California Economic Development Association and has received three awards of merit for the following: the 2011 private/public partnership (Old Firehouse Revitalization, Dixon, CA), the 2007 Discover Dixon marketing program, and the 2009 Northeast Quadrant Economic Development Strategy.
Joe Serrano is Chairman and Chief Executive Officer of TentMakers Inc., a Community Housing Development 501(c)(3) Corporation as well as Re-Cycled Housing, a small business for FHA 401 K housing rehabilitations. He is an experienced entrepreneur with an academic background in Architecture and Business Administration. He has over 25 years of work experience in public administration, construction & development, working with the public and private sectors. He has a strong background in building science, housing, economic development and business finance. Joe has assisted in the capitalization of over $30 million in development and construction projects throughout Northern California and is currently a board member of the City of Richmond Workforce Investment Board.
Joe has earned Certificates in Entrepreneur Leadership from John F. Kennedy University, Institute Of Entrepreneurial Leadership, and in Architecture Technology from Diablo Valley College. He also holds certifications from the United States Department of Housing and Community Development, (HUD) as a HOME Program Specialist, a HERS Rater from California Home Energy Efficiency Rater System, and as a Green Building Professional from Built It Green. He is an approved HUD/FHA-203K Consultant and strong public speaker. He and has received awards from Toastmasters International, and served as Club President and Area Governor.
TentMakers provides administrative and technical support for the building sciences including energy audits, renovation, design and program/project management. Our firm currently provides HUD/FHA 203K consulting to private property owners and permit processing & AutoCAD architectural services to Touchstone Consulting. Our firm is the administrative subcontractor for a Community Development Block Grant, Small Business Loan Program for the cities of Davis and Colusa. We have provided administrative subcontractor services and Prevailing Wage monitoring for the Association of Mentally Ill Housing on a $250,000 construction contract funded by an Emergency Housing Assistance Program Capital Development Grant.
David Pucilowski has been in the real estate business for the past twelve years being an honest, professional and proactive Realtor. He has been intimately involved with the highs of the market and lows of the market. His incredible customer service skills gains him continual business with his current and past clients.
